So why not just get a .gov domain yourself?
Because you can’t. Gov domains are only for government websites. To get a government domain, you need to be a government department or agency.

This matters because the level generally affects the quality and authority of the gov domain.
The government works like this:
- Federal – Federal Government, Department of Defense, State Department
- State – Health Department, Educational Department, Secretary of State
- Local – City Offices, Mayor’s Office, County Governments, Local Municipalities
All of these use .gov top-level domains to host their websites and online presence.
The higher the level of the department in the Government hierarchy, the more authority the gov link will carry.
But it’s also much “easier” to get a local gov backlink than a federal or state one. So, keep that in mind.
What Makes Gov Backlinks So Powerful?
There are a number of reasons gov backlinks are in such high demand.
In fact – if you contact most link building services they won’t even offer it as a service.
Gov backlinks are even MORE valuable than edu backlinks (which are also highly sought after).
Here’s why gov backlinks are the most powerful link you can get.
They Generate Trust
If you can’t trust the government, who can you trust? (said no one ever).
But seriously…
Search engines view a gov backlink as an endorsement from:
- Local government
- National government
Not only that but government websites usually score very high with trust signals from Google. Make sense, right?
Getting a link from a gov website is like being endorsed by the government and therefore receiving all of the trust associated with them.
It’s worth mentioning that the average .gov domain has a domain authority (DA) score between 80 and 90.
While a typical local business has a DA of 30 to 40.
That’s a big difference!

As a result, you are often rewarded with better search rankings and much higher visibility. That’s a big reason why government backlinks are so powerful!
They Are Rare
If everyone was able to get a government link – they would be worth far less.
As I mentioned before you can’t even pay a reputable link building agency enough money to guarantee a .gov link placement.
You need to have a reason for the government site to link to you in the first place. This is what not only makes them rare but makes them even valuable.
If you can get one, your website will automatically be elevated.
They Have Natural Authority
Most government websites don’t run large scale SEO campaigns to rank in the top spots.
They are naturally recognised as the highest authority online and therefore rank easily.
Government websites have a few important factors that give them this high authority:
- The content they produce is exclusive
- They have tons of sites linking to them
- Online users immediately trust the information on the site
Think about it:
If you read two websites saying the opposite thing and one was a government site and the other was from John Doe’s blog, whose would you trust?
Google thinks exactly the same way.
They Are Hard To Obtain
Getting links from your average site is usually a matter of reaching out to them and offering some sort of value in exchange.
Getting government backlinks is much more complex.
You will need to:

- Give them a clear reason to link to you
This is much harder than you might think.
You aren’t going to ring the director of the FBI and ask for a link, right?
Links from local or state government sites are often easier to obtain than links from federal sites.
The key is to have the right strategy and be committed enough to work until you get what you want.

How to Find Government Link Opportunities
Before you can build gov links, you need to know how to find quality opportunities.
Here’s the truth:
Most people approach government link building completely wrong.
They spend hours manually browsing government sites, hoping to stumble on a link opportunity.
That’s like looking for a needle in a haystack!
So, what should you do instead?
Let me show you the smart way to find government link opportunities using search operators, some simple AI research hacks, and competitor analysis.
Google Search Operators
Search operators are special commands, characters, and words you can use to get very specific search results in Google.
These search operators will help you find government link opportunities much faster.
Guest Post Links:
- site:.gov “write for us“
- site:.gov “contribute”
- site:.gov inurl:write
- site:.gov inurl:contribute
Resource Pages:
- site:.gov “resources” + [your keyword]
- site:.gov “business directory”
- site:.gov intitle:directory

Research Citations:

Here’s how to use each of these:
Search on Google and replace each of these with keywords related to your business.
For example…
If you ran a marketing agency, you could use “digital marketing” or “small business marketing”.
The PDF citations search is particularly powerful because government agencies and departments (especially local ones) love to cite external sources.
With the right pitch, you could secure a powerful government backlink!
AI Research Prompts
AI tools like ChatGPT and Gemini have made finding link opportunities much easier. They are able to do research in seconds that would take a human hours.
You just need to know how to prompt properly!
Here is a sequence of prompts you can use to find government link-building opportunities.
1. Find Relevant Government Agencies
Paste this in ChatGPT (o3 Model recommended):
“I want to build quality editorial .gov backlinks for my SEO.
- Industry = [your industry here]
- Key public benefit = [the benefit you offer]
- Top asset = [the linkable asset you’re offering].
List 25 federal, state, or municipal agencies (or .gov-hosted labs) who have pages that overlap that benefit and who already link externally.”
Here’s the result:
You get a curated list of 25 potential government pages that could offer great link opportunities.
2. Expand And Verify Pages
Next, paste this:
“For every URL above:
- Count external links on the page
- Note anchor-text patterns
- Paste any wording on the submission criteria.
Then create 10 Google search operators that surface similar .gov pages (use wildcards, state codes, inurl/resource, etc.) and show one SERP snippet for each.”
Now, you’ll get a curated list of 10 extra search operators that will show you the types of .gov pages and websites you want links for.
You can use these to search on Google in the future!
3. Score And Outreach Draft For Each Link
Lastly, you’ll want to paste this:
“Score each page 0-100 on topical relevance, external-link density, and bureaucratic friction (e.g., presence of a submission form lowers friction). Rank the top 15.
Then draft a 150-word email pitch that:
- Positions our asset as solving their mission goal
- Offers Section 508-compliant format
- Ends with an easy yes/no ask.”
This is gold! You get a curated list of 15 potential link opportunities and a draft of an outreach email you can send.
The draft will already position your asset as valuable and make it easy for them to reply.
All you have to do is:
- Fine-tune
- Personalise a bit
- Hit send
The truth is that these three research prompts can find you hundreds of quality link opportunities. You can rinse and repeat them with different assets or use them in the strategies below.
Competitor Analysis
This is where the real magic happens…
Your competitors have already done the hard work for you in finding quality gov link opportunities. All you have to do is find and replicate them.
To find a competitor’s gov backlinks, you will need a quality link-building tool like:
My favourite tool is Ahrefs.
All you have to do is search your competitor’s website in Site Explorer and click “Backlinks”.
Click “Add filter” and select “Domain name”.
Type in .gov and click “Apply”.
Ahrefs will pull up all your competitors’ backlinks that come from .gov websites.
The reason this is so powerful is because if a government website linked to your competitor, they’re also likely to link to you.
Now, all you have to do is choose the right strategy from below and replicate those links.

And it’s one of the fastest, proven ways to find high-quality links that actually boost your SEO!

Now that you understand how to find gov backlinks…
There are a few link-building tools that will speed up this process and ensure you only focus on quality links!

It’s very difficult for your competitors to obtain the same link.
This will give you a significant competitive advantage in the SERPs that can’t easily be taken away.
Use these 12 strategies to win yourself some powerful gov backlinks and let the real rankings begin.
1. Comment On Government Blogs
The easiest way to get a gov backlink is blog commenting on the right government blogs.
Blog commenting is one of my favourite white hat link building strategies.
Most government sites don’t allow commenting because of spammers and if they do, it will most likely be a “no-follow” link.
But some government sites still have “do-follow” links that come from blog comments.
You just need to dig really deep and find the right ones.
Head over to Google and start by typing in the following:
- Site:.gov “post a comment”
- Site:.gov” comments closed”
- Site:.gov “you must be logged in”
- Site:.gov “(your niche keyword)”
- Site:.gov “forum”
This should bring up some nice results with potential link commenting opportunities.
It’s important to note:
When you comment, make sure that it is something relevant that fits in naturally to the conversation.
Bad comments that look like spam never get published or worse get deleted.
You should always avoid using promotional language.
When relevant, list your credentials that add authority to your comment. This will improve your chances of the website manager approving your comment.
Try to get involved in the conversation and contribute to the discussion before strategically dropping your website.
Government blogs typically approve a much lower percentage of comments compared to normal blog websites.
Our estimates indicate that approved comments on government sites are around 13%, whereas on normal sites, they are around 30%.
2. Get Listed On A Resource Page
Do you run a local business?
Lots of local government websites have resource pages. Getting listed on these resource pages offers an opportunity for you to get a gov backlink.
Here’s the problem:
Resource page link building on relevant government sites that you could be part of can be hard to find.
Thankfully, I have some ways to find them quickly.
Start by searching in Google:
- Site:.gov + your city/region + “resource”
- Site:.gov + your city/region + “directory”
- Site:.gov + your city/region + “business directory”
- Site:.gov + your city/region + “community”
- site:.gov “small business resources”
- site:.gov intitle:directory
- site:.gov “community resources” + [your city]
- site:.gov inurl:resources [your industry]
If you still can’t find something, reach out to your local government to see if they have (or know of) a local government resource page.
This might help you come up with a few pages you wouldn’t find.
When you find one, you usually just need to request to be listed on the page and prove that you are a local business. They will do the rest.
If you are in the right area – this could be the easiest gov backlink ever earned.
3. Find Broken Links In Gov Resource Pages
There are tons of old pages on government websites. Especially on regional and local municipality sites.
These sites are often not managed the best which means lots of old content is not kept up-to-date.
Out-of-date content = broken links.
Your goal is to find government sites related to your industry.
How do you do it?
There are two options:
- Use a premium tool like Ahrefs or Screaming Frog
- Use a free Google Chrome extension like Broken Link Checker
The most efficient tool for broken link building is Ahrefs because it already has a list of broken links in their database.
All you have to do is add the site and view filter for broken links.
Once you have one, find either a resource or community page with recommended links.
Now, check the page to see if any broken links could be replaced with a page from your website.
In some cases, you will need to create new content to fit the link.
Once you found a broken link and a page from your site to replace it with – reach out to the website manager.
Let them know about the broken link and suggest yours as a replacement.
Broken link building can be a great way to build government backlinks.
The reason it works so well is because government website managers are much more likely to keep their site updated.
You’re helping them fix an issue on their site, and they are often happy to reward you with a link – as long as it’s relevant!
4. Sponsor Government Events
This is one of the most underutilised government backlink-building strategies.
Local governments are constantly looking for sponsors for local events.
They need funding for community events and are happy to promote local businesses in exchange.
When they promote the event, they add it to their website and place links to sponsors’ websites as part of the promotion.
The best part?
Not only will you get a valuable government link, but you’ll also get advertising for your business.
Here’s how to find these sponsorship opportunities.
Use these search operators in Google:
- site:.gov “sponsor”
- site:.gov “sponsorship”
- site:.gov “community events” + [your city]
- “government events” + [your state] + 2025
- site:.gov “festival” + “sponsors”
- site:.gov “fundraising” + “partners”
However, there are some things you should be aware of.
After the event, the government site may take down the webpage and your link along with it.
That’s not what you want!
So, you just need to make sure you do your research before you commit to sponsorship.
Here’s my process:
Start by researching the event and seeing what’s included in the packages. Check the event and find last year’s sponsors.
Ideally, you are looking for an old webpage that still has last year’s sponsors mentioned.
Don’t forget to review the packages to see which one you want to go for.
Typical prices range from $500 to $3500+, depending on the package you choose.
Found a good event?
Contact the right person.
Most of the time, the email will be nearby on the flyer or page.
Avoid generic email addresses. You want to know who you’re contacting so that you can personalise the email and immediately build rapport.
Essential for any type of link building!
This is the important part…
Include these three things in the element:
- Show some knowledge of the event and explain why you want to be a sponsor
- Tell them which package or packages you’re interested in
- Highlight extra value you would love to add
What do I mean by extra value?
Things like:
- Offer to volunteer at the event
- Promote the event on your own social media
- Provide some for low-cost stuff like branded giveaway items
Whatever is doable and relevant to your business!
The reason you do all these things is because you want to build a good relationship with the organiser and potentially create opportunities in the future.
Once they’ve replied, you must ask about your link.
This is a step that most people overlook.
Ensure that a link will be added to the site. Ask about whether it will be removed after the event or whether the page just stays up.
The last thing you want to do is sponsor an event that gets you a temporary link!
The three most common link placements are:
- Homepage sponsor section (often temporary)
- Dedicated event page mention (often permanent)
- Link in a press release (often permanent)
In some cases, you’ll be able to get all three!
Remember to be kind, friendly, and have a value-first attitude.
Local governments can struggle to get quality sponsors, so you’ll have a good chance of getting multiple mentions if you focus on adding value to the event first.
5. Write About A Government Agency
Content is still a great way to attract gov backlinks.
You just need to be more strategic about it.
Write a high-quality piece of content about:
- An issue that impact your community.
- A popular topic in your local community.
Mention your local government or a relevant government agency in the content.
Your goal is to mention the government department or agency positively so that they would be happy to share your content.
For instance, if you run a marketing agency you could mention the positive initiatives your local government is running to help grow small businesses.
Next, you want to market the content to the right government department and let them know you have mentioned them.
To do so, you need to:
- Find the contact details of the right person.
- Do some outreach.
Local governments are always looking for content that highlights what they are doing as positive. This increases the chance you will get a quality link.
PRO TIP: Try to get quotes from other people in your article. Governments are more likely to share and link to content where multiple people have shared their opinion.
6. Write About A Social Issue That Concerns A Government Agency (Or A Politician)
Social issues have a lot of emotion behind them.
These kinds of issues get lots of attention and engagement online.
Writing a piece of content about a trending social issue and talking about your business’ commitment to improving that social issue is a great way to get gov backlinks.
For example, you could write about your business’ commitment to an issue like sustainability.
Within the content:
- Mention the relevant government department
- The actions they have taken to improve the issue
- How you support the work they have done (as long as you honestly do)
Now you just need to do some outreach and let the right department know about your written piece.
Make sure you highlight how impressed you are with their work and explain it has prompted you to write the article in the first place.
The way I approach choosing topics is by creating a Google Alert.
This will help you identify trending, relevant government topics to write about.
As soon as you see a topic, you need to write and publish a piece of content within 24-48 hours.
You will find that the government department will respond more positively because the topic is current and relevant right now.
What about outreach?
This is straightforward, but you need to be specific.
Use hunter.io or LinkedIn to find the email address of the author, publisher, or communications person.
You need their personalised work email, not a generic agency email address.
Then, send them an email highlighting that you read their article and were impressed with their initiative.
In the email, transition to your content that you’ve written on the same issues.
Something like this:
“I was so impressed that it prompted me to write an article about [issue] and how businesses can support these efforts. The article specifically highlights [Agency Name]’s leadership on [specific example] and includes a quote about [their initiative]. I believe your audience would find it valuable. You can read it here:”
Place your link and mention at the end of their email that they can feel free to share it or link to it from their article.
This gov link-building strategy will involve a lot of writing.
You will likely have to write a number of articles before you start to see responses and links.
But if you’re consistent, you will get quality gov backlinks that are highly relevant to your site.
That’s a big win for SEO!
7. Write About A Politician
The same strategy for writing about a government agency can be applied to writing about a politician.
The difference here is that you want to write about something your target politician is involved with directly and the topic has to be popular or trending.
This is the best way to get their attention.
To get a link it will need to be swaying positively towards the politician in question. Keep that in mind when you are choosing a relevant topic.
I recommend focusing on local mayors or council members because they are more accessible.
They are also more likely to respond, which is what you’ll need to get the link!
8. Interview A Government Agency Official
This method works particularly well if you already have a good-sized following on social media or on your email list.
Lots of government officials welcome interviews from sources that have an audience.
It makes sense, right?
Elected officials want to keep a positive profile in the community and are always looking for different ways to get more positive exposure.
If you choose the right topic they will most likely agree to an interview.
In other word, you need to choose a topic that is…
- Relevant to your website and your audience.
- Something your target government official will want to discuss.
Once the interview is done, do a nice job creating the interview content and mention the official positively.
Send the content to the official after publishing and let them know that you are happy for them to share on social media and link to it from their site.
This can be a great way to earn a nice gov backlink.
9. Share Research Data & Studies
Government agencies and departments love linking to credible studies!
Here’s why this works so well:
Government officials need data to back up their campaign policies and decisions. If you provide that data, they are very likely to link to you.
This gov link building often involves more time, but the payoff can be HUGE.
Here’s how it works:
First, you need to identify trending topics that are relevant to your industry and the government agency you are trying to score a link from.
I recommend checking out sites like:
You can even look at smaller local government sites that publish articles, content, or reports. Specifically, look at the type of content these sites are linking to.
Once you’ve got a feel for the types of topics your target sites are interested in, you need to collect some unique data.
This could include:
- Industry surveys – Surveys filled out by industry professionals.
- Customer surveys – Ask your site visitors or customers to fill out a survey.
- Case study – Create a case study from a recent client project.
- Data analysis – Analyse different publicly available reports and compile the statistics in one report.
- Trend reports – Find trends that have data and write content that interprets that data.
The key is to choose a topic you know government departments are interested in, AND you can collect (or compile) unique data about.
Now, create great content.
I’m not just talking about writing.
You need content that is visually impressive and highly credible.
That means adding elements like:

- Call-out boxes
- Customer graphics
- Infographics
And more! This will ensure that your content looks trustworthy and professional.
The next step is outreach…
You must contact the right person who is either in charge of the website or regularly publishes content.
You can usually find the name of the person from the articles published on the government site.
Use hunter.io to find their personalised email address if it’s not displayed already.
Now, reach out and let them know about your research.
In the email, highlight the biggest statistic or finding from your research that directly relates to their government department.
Add a link and let them know they can share it or link to it from their website.
PRO TIP: Offer to write a summary they can paste on their site and provide some custom graphics.
The easier you make it for the website manager, the more likely you are to get a link!
The best part is that you can create one piece of content and reach out to a number of different government departments and agencies.
That means you can build multiple high-authority links from one piece of content.
Cool, right?
And once you’ve done with the government campaign, you could turn it into a full-blown digital PR campaign by reaching out to other major newspapers and publications. All from one piece of content!
That’s working smarter, not harder.
10. Try To Partner With A Government Agency
This strategy is challenging, but the payoff is bigger than just a government link.
Depending on your business and the niche you serve, you can partner with a government agency to do some work for (or with) them.
This has multiple positive impacts:
- Your business will get exposure
- Governments usually pay well
- You have the opportunity to secure a link
- You can develop a strong relationship for the future
Once you win the contract, create a press release announcing the partnership.
Highlight the positive aspects of the project and the work that the government agency is putting into it.
Send it off to the department you have partnered with.
Take it a step further and advertise it in your local area on social media.
You can win a link or even a few links with this method.
11. Flatter A Gov Website
Who doesn’t love a bit of flattery…
Especially when you are in government. This method works surprisingly well and is not particularly hard to execute.
It just takes time.
You want to focus on a specific government department that deals with issues that you are familiar with.
For example…
This could be your local business government department that deals with everything related to business.
Research and highlight specific pain points that the department is dealing with right now. You can often find these in the news section of their website or on local news websites themselves.
Now you just need to:
- Create a piece of content that says exactly what the government department would want to hear
- Praise them for their hard work
Just make sure you genuinely feel the same way with what you are writing.
The next part is where the hard work comes in.
Find people who work within that government department and get in contact with them. Tell them that you love what they are doing and were even inspired to write a post about it.
You will need to contact a number of people within the government department to increase your chances of getting a link.
Of course, let everyone you contact know that you are happy for them to share the post on social media and link to it from the gov site.
12. Guest Post
Last but not least…
The seasoned guest post method is always at your disposal. If none of the other methods tickle your fancy – you can always secure a guest post link.
Fair warning:
Guest posts on government sites are a lot harder to get than other sites.
Find gov guest posts by searching for opportunities in Google:
- site:.gov “write for us”
- site:.gov “contribute”
- site:.gov inurl:write
- site:.gov inurl:contribute
Government websites are pickier about the topics allowed on their blogs and who they let write them.
But if you have an amazing idea for content then most definitely go ahead and do it!

Some Words Of Warning
Now I am sure that you are eager to start building some gov backlinks to your own site.
But just before you do I have some words of warning to consider.
Make Sure To Find A Gov Domain That’s Worth It
Most gov backlinks are going to be worth it.
They come from authority government agencies and departments that will naturally boost your website’s rankings.
But there are actually more .gov extensions online than there are government agencies and departments.
What that means is that not all .gov sites are government-run organisations.
If you go onto a popular marketplace live Fiverr right now you could buy a bunch of gov backlinks for $5.
Clearly, these aren’t going to be legit high authority sites.
Just make sure that when you do find a site that you want to build a link from that it’s a real government organisation site.

Don’t Try To Build ONLY Gov Backlinks
Please don’t fall into this trap.
Gov backlinks are undoubtedly valuable and when built correctly – greatly improve your SEO.
But if you go out and just focus on building tons of gov backlinks it can have the opposite effect.
Think about it:
If Google looks at your entire backlink profile and 90% are from government sites, that would be considered highly unusual.
They may very well penalise you and class your site as spam.
Have A Diverse Backlink Profile
Getting a gov backlink is hard work and takes time.
You need to think of link building as an opportunity cost.
How many .com links can you build in the time it takes to build just one .gov link?
Spend time on both.
If you don’t have many links, focus on normal link building practices first. You can come back and build a couple of gov backlinks later.
As a rule of thumb .gov backlinks should represent an absolute maximum of 5% of your entire backlink profile.
Too many gov links will look unnatural to Google and could end up hurting your SEO.
Diversity is the key!
If you have a diverse backlink profile in place already – when you do end up building a gov backlink it will be much more valuable to your website.
Realistic Expectations When Building Gov Links
Building gov links is rewarding and can have significant positive impacts on your SEO and business.
But I want to set your expectations correctly.
Time Investment
Building a normal link can take me as little as 2 hours, depending on the link-building strategy.
Earning a government backlink can take me anywhere from 20 to 50 hours and involves a lot of back and forth.
Before choosing a strategy above and start building the link, be prepared to put in the time. The payoff is often worth it because others just won’t do it.
But you must understand what’s involved before committing to the process!
When To Focus Elsewhere
Let me be clear:
If your website’s domain authority is below DA 30, focus your attention elsewhere.
The impact is just not worth the effort – yet!

Then, you can turn your attention to gov backlinks and even edu backlinks.
With a good domain authority above DA 30, your site will benefit much more.
